In most cases, no. Here is how Scotland’s permitted development rules work in 2026, where they differ from England, and when a conservation area or listed building changes the answer.
Most Scottish homeowners installing an air source heat pump do not need to apply for planning permission. The work is usually classed as permitted development, which means it is allowed automatically as long as it meets a set of conditions. That is the good news, and it applies to the majority of houses across Glasgow, Edinburgh and the towns in between.
The detail matters, because the exceptions are exactly the property types that are common in Scotland: sandstone tenements, homes in conservation areas, and listed buildings. Below is what the rules actually say, what changes the answer, and how to confirm the position for your own property before anything is ordered.
Permitted development is a national grant of planning permission set out in law. If your installation fits inside the conditions, you do not need to apply to the council, and there is no waiting period. Air source heat pumps on a house or within its garden fall under Class 6H of the Scottish permitted development order.
For a standard house that is not listed and not in a conservation area, fitting a single heat pump on a side or rear wall, or in the garden, is almost always permitted development. No forms, no fee, no wait. This is why a heat pump can usually be installed on the same kind of timeline as a boiler replacement, which matters when the trigger is a boiler that has already failed.
The point of the conditions is to manage noise and appearance for neighbours, not to make the work difficult. A properly designed install by an MCS-certified installer working across Scotland is built to meet them from the start.

This is where Scotland’s rules bite, and it affects a lot of homes in Edinburgh and the older parts of Glasgow. In a conservation area, a heat pump is only permitted development if the unit is located at the rear of the property and at ground level. A unit on a side wall visible from the street, or raised up on a bracket, falls outside permitted development and would need an application.
In practice that means the design conversation starts with where the unit can physically go. On many terraced and semi-detached homes there is a workable rear or garden position. Where there genuinely is not, the honest answer is that a planning application is the route, and a good installer will tell you that at survey rather than after a refusal. Two situations always need more than permitted development.
Listed buildings. Permitted development does not override Listed Building Consent. If your home is listed, or falls within the curtilage of a listed building, fixing a heat pump to it needs consent, which is a full application to the council. Heat pumps do go onto listed homes in Scotland, but the route is an application and a conversation with the conservation officer about the unit’s position, fixings and visual impact. Flats and tenements. Class 6H does apply to flats, but two things complicate it. First, the one-unit-per-building limit means a single tenement can only host one heat pump under permitted development, which is a real constraint on a building with several flats. Second, you need the right to install on the relevant part of the structure, which usually means agreement from the other owners and the factor. None of this makes it impossible, but it does mean the ownership question has to be sorted alongside the planning one.

This is the part most online articles get wrong for a Scottish reader. In 2025 and 2026, England relaxed its permitted development rules for heat pumps: it removed the old 1-metre-from-boundary rule, increased the allowed unit size, doubled the number of pumps permitted on detached homes from one to two, and brought in air-to-air units with a cooling function.
Scotland’s rules sit in a separate order and have not moved the same way. As things stand, Scotland still generally allows one unit per building, and still applies the rear-and-ground-level rule in conservation areas. The Scottish Government has consulted on easing some of this, including the conservation-area restriction, but those changes have not all been adopted. The practical takeaway: do not assume an English headline applies to your Scottish home, and treat unit numbers and placement as council-interpreted until confirmed for your address.
The noise condition is handled through the MCS Planning Standards, currently MCS 020. Rather than a fixed distance rule, this centres on a noise calculation that has to show the unit is quiet enough at the nearest neighbouring property, with the standard working to a limit around 37 dB(A) at the assessment position. For context, that is quieter than a fridge hum at 1 metre.

Your installer also notifies the local Distribution Network Operator, which is a standard step confirming the local grid can take the load. Permitted development does not require you to formally consult neighbours, though a quick word with whoever is closest to the proposed position is sensible if the unit sits near a boundary.

The reliable way to know your position is to have the property assessed rather than guess from a general article. An engineer-led survey establishes three things at once: whether the install is permitted development or needs an application, where the unit can go to meet both the placement and noise rules, and whether an Article 4 direction applies to your street, which is a local measure that can remove permitted development rights in specific areas.
